GrayRobinson Shareholder Rupa Lloyd Hosts The Florida Bar Health Law Section Fireside Chat with Author and Physician-Scientist Dr. Christopher Cogle

GrayRobinson is pleased to share Gainesville Deputy Managing Shareholder Rupa Lloyd, serving in her capacity as chair of The Florida Bar's Health Law Section, hosted a Fireside Chat with author and physician-scientist Dr. Christopher R. Cogle. The Fireside Chat series is part of an ongoing initiative by the Health Law Section to provide members with in-depth insights from leading experts in health law and policy. 

During their conversation, Dr. Cogle drew on his experience spanning academic medicine, health services research, and public policy to offer a fresh perspective on government innovation in health care. He introduced key concepts from his book, "Public Startup: How America's Least Likely Government Program Became Its Boldest Experiment," including the idea of "moral algebra" – the competing trade-offs embedded in every health policy decision – and the "public startup" model, which frames programs like Medicaid not as static bureaucracies, but as dynamic platforms for testing and scaling new approaches to care. He also reframed the role of health lawyers as architects of the system, arguing that the contracts, compliance frameworks, and regulatory structures attorneys build actively shape how health care functions and who bears its risks. 

Based in the firm’s Gainesville office, Rupa’s expertise is in healthcare law, advising hospitals and health systems, health insurance providers, exempt organizations, pharmaceutical and medical device companies, physician groups, and other regulated providers on operational, transactional, compliance, and regulatory matters. She is current chair of the Florida Bar Health Law Section, an approved mediator with the American Health Lawyers Dispute Resolution Service, has authored articles with the American Health Lawyers Association and MGMA, lectured as an adjunct Professor of Law with University of Pittsburgh’s Graduate Healthcare Compliance program, participated as a guest lecturer at the University of Florida Levin College of Law and as a visiting Professor of Law at the University of Toledo College of Law. She is an advisory board member of Barwick Banking Company, an advisor with UF Innovate, a board member of HCA Florida North Florida, serves on the Public Policy Committee of the Greater Gainesville Chamber of Commerce, and is a Paul Harris Fellow with Rotary International.
