Ashley Lukis defends private clients and government entities in civil litigation at the trial and appellate court levels, in both federal and state court. Ashley’s expertise is centered around litigation involving public entities and issues of public policy, including complex constitutional claims and defenses. Ashley also practices in the area of administrative and regulatory law, including rulemaking and permitting disputes, and applications for highly-regulated and competitive licenses. She also has experience in election law, most recently serving as outside litigation counsel to a national political party. Her clients have included various state agencies, the Florida Legislature, and several state universities, in addition to private companies from a variety of industries.

A significant portion of Ashley’s administrative experience revolves around Florida’s highly-regulated outdoor advertising industry. Ashley understands the constraints and opportunities of the administrative process and works closely with clients to navigate regulatory requirements throughout all phases, from pre-application planning, through the licensure process, and in both informal and formal resolution of legal issues surrounding licensure, including administrative litigation. 

Given this background, Ashley is equipped to protect and defend client interests in any forum. Ashley regularly teams with GrayRobinson colleagues in the government affairs and lobbying, regulated products, complex business litigation, and eminent domain practices to provide comprehensive advisory services for clients.
