GrayRobinson Real Estate and Land Use Section Chair Julia Mandell and Of Counsel Tom Cloud will be presenting at the 41st Annual Seminar of the Florida Municipal Attorneys Association (FMAA) on Friday, July 7, 2023, at The Boca Raton in Boca Raton, Fla. Julia will present “Planned Unit Developments,” which will address legal considerations for Planned Unit Developments (PUD) and PUD agreements, how to avoid claims of illegal exactions, and best practices for local code provisions concerning PUD zoning. Julia is Board Certified by The Florida Bar in City, County, and Local Government Law, counseling clients on land use, zoning, development, permitting, real estate, environmental, eminent domain, entitlement, telecommunications, and litigation. She works alongside clients to navigate and translate the intricacies of government law and public policy issues, translating bureaucracy into meaningful action. Tom will present “Municipal Utilities,” detailing common legal issues that arise with the provision and operation of municipal utilities, including utility easements, encroachments, utility liens, refunds for overpayment, extraterritorial fees and service, infrastructure security issues, and public access to facilities. Tom has four decades of experience as a local and state government, utility, land use, and environmental law attorney. He is also Board Certified by The Florida Bar in City, County, and Local Government Law and has represented over 80 Florida cities.
