GrayRobinson is pleased to share Shareholder Rupa Lloyd, president of The Florida Bar's Health Law Section, interviewed fellow Shareholder Roger Handberg for the section's member spotlight series, which highlights health law practitioners to foster connection, collaboration, and professional growth among members.
During their conversation, Roger drew on his distinguished career as a former U.S. Attorney for the Middle District of Florida to discuss his path from commercial litigation to more than two decades as a federal prosecutor, including his experience handling major financial crime, public corruption, and regulatory enforcement matters, and how that background informs his current health care compliance practice. He also shared career advice for younger attorneys, emphasizing the importance of asking questions early and maintaining consistent client communication. Looking ahead, Roger addressed the evolving landscape of False Claims Act enforcement, including the constitutionality of the statute's qui tam provisions and a pending 11th Circuit decision that could significantly shape future health care fraud enforcement.
Based in the firm’s Gainesville office, Rupa’s expertise is in healthcare law, advising hospitals and health systems, health insurance providers, exempt organizations, pharmaceutical and medical device companies, physician groups, and other regulated providers on operational, transactional, compliance, and regulatory matters. She is current Chair of the Florida Bar Health Law Section, an approved Mediator with the American Health Lawyers Dispute Resolution Service, has authored articles with the American Health Lawyers Association and MGMA, lectured as an adjunct Professor of Law with University of Pittsburgh’s Graduate Healthcare Compliance program, participated as a guest lecturer at the University of Florida Levin College of Law and as a visiting Professor of Law at the University of Toledo College of Law. She is an advisory board member of Barwick Banking Company, an advisor with UF Innovate, a board member of HCA Florida North Florida, serves on the Public Policy Committee of the Greater Gainesville Chamber of Commerce, and is a Paul Harris Fellow with Rotary International.
