GrayRobinson Attorney Byron Flagg to Present on Boating and Waterways Law during The Florida Bar ELULS/Florida Sea Grant Webinar Series

GrayRobinson is pleased to announce Attorney Byron Flagg will join the inaugural session of the new ELULS/Florida Sea Grant Webinar Series, hosted by Florida Sea Grant in collaboration with The Florida Bar Environmental and Land Use Law Section (ELULS). The free webinar will take place Thursday, December 11, 2025, from 12:00 pm to 1:30 pm via Zoom. CLE credits are available.

The first webinar, titled “Boating and Waterways in Florida: Jurisdiction, Authority and Roles,” will explore the legal framework governing Florida’s waterways, including ownership, jurisdiction, and regulatory authority. This session kicks off a four-part series addressing key legal issues affecting Florida’s boating and waterways, including agency roles in regulatory enforcement and jurisdictional matters. Byron will join Tom Ankersen, legal skills professor emeritus and director emeritus at the University of Florida Levin College of Law, to present “Navigating the Law: Ownership, Jurisdiction, and Preemption,” providing practical guidance on Florida’s Special Taxing Navigation Districts, submerged lands ownership, and the interplay of local, state, and federal regulations.  

Byron advises landowners, business entities, individuals, and local governments on land use, zoning, environmental, regulatory, conservation, and real estate issues. Although having a statewide practice, he is focused on North Central Florida, based in GrayRobinson’s Gainesville office, his hometown. Byron has additional experience as outside counsel to several Florida municipalities and nonprofit organizations, advising on a variety of land use and coastal-related issues across the state of Florida.
