Representing the industries, governments, and nonprofit organizations shaping Florida’s growth and prosperity, Robert Stuart helps clients turn obstacles into opportunities. For over 20 years, he has cultivated meaningful relationships throughout the state and leveraged them to move ambitious projects forward, address immediate challenges, and advance lasting change at the federal, state, and local levels of government. His diverse client portfolio spans Fortune 500 companies, mission-driven nonprofits, and public entities, including cities, counties, authorities, and special districts. Engaging with every legislator and every committee in Tallahassee, regardless of party affiliation, Robert provides strategic advocacy to the sectors central to Florida’s future, including economic development, higher education, insurance, finance and tax, construction, transportation, regulated products, and hospitality.
With well-established relationships in Tallahassee dating back to his time working as a legislative aide in the Florida House of Representatives, Robert works alongside and advocates before members of the Florida Legislature, the Executive Office of the Governor, the Florida Cabinet, and state agencies. As comfortable working the halls of the state capitol as he is in the city halls of local government, he helps clients navigate competing interests, procedural complexities, and practical realities that influence public decision-making. His extensive network across Florida also supports his work on appropriations, procurement, development, and other matters requiring effective engagement with government officials and agencies.
Robert approaches each engagement as an extension of the client’s team, while remaining fully invested, candid, tenacious, and good-humored in advocating for their interests. Robert also plays a leadership role in setting the strategic direction of GrayRobinson’s government affairs and lobbying practice through expanding the firm’s client relationships and strengthening its connections with elected officials and public leaders throughout Florida and in Washington. Robert regularly collaborates with GrayRobinson lawyers and lobbyists in the corporate, real estate, alcohol beverage, land use, environmental, public law, and education practices, coalescing around key issues and leveraging the firm’s statewide and federal reach to develop practical solutions that produce lasting results.
