Mr. Bowles explains in the interview that the Executive Order doesn’t nullify local COVID-19 mandates, but it suspends the fines and penalties associated with the virus enforced upon individuals. The requirements against businesses still apply. As explained by Mr. Bowles, business owners still have the right to ask patrons to comply with their requirements and in extreme circumstances enforce such requirements by trespassing individuals who refuse to wear a mask.
