The newsletter opens with a tribute to the late Paul Volcker, chair of the Federal Reserve Board from 1979 to 1987. It continues on to cover the recently proposed rules by the Federal Deposit Insurance Corporation and Office of the Comptroller of the Currency to implement the Community Reinvestment Act.
