The working group reviewed the developing projects related to international vessel regulation, including matters that may eventually be submitted for consideration by the broader CMI organization and potentially to the International Maritime Organization (IMO). The discussions focused on evolving legal and regulatory frameworks governing commercial activity in Arctic and Antarctic regions, as well as emerging issues involving compliance, liability, and operational standards for polar shipping.

Board-certified by The Florida Bar in both Admiralty and Maritime Law and in International Law, he brings nearly four decades of experience representing clients across the maritime and commercial sectors. A proctor member of the Maritime Law Association of the United States, Phillip has been recognized by Best Lawyers in America in Admiralty and Maritime Law since 2010, including as Lawyer of the Year in 2022, and by Florida Super Lawyers in Transportation and Maritime since 2006.
