GrayRobinson is pleased to announce Attorney Phillip A. Buhler, B.C.S. will speak about “Regulation and Liability – Preparing for the Next Wave of Policy Shifts” at the 2025 Arctic Shipping Summit in Montreal, Canada. The summit is designed to bring ship-owners, ship-managers, solution providers, coastguard and transport authorities, meteorologists, consultants, and technology innovators into the same room to grapple with the real challenges of operating in the Arctic.
His session will examine current and emerging international maritime regulatory developments, including new proposals and amendments under the International Maritime Organization, and will clarify the evolving frameworks for liability, compliance, and enforcement in polar operations. Phillip will also offer an outlook on future directions in shipping regulation and the potential implications for Arctic operators as policy shifts continue to accelerate.
Based in the firm’s Jacksonville office, Phillip concentrates his practice on maritime law, intermodal transportation, international commercial litigation, and cross-border regulatory issues. Board-certified by The Florida Bar in both Admiralty and Maritime Law and International Law, he brings nearly four decades of experience to clients navigating the complex maritime industry. Phillip’s work has taken him around the world, where he has represented a wide range of U.S. and international clients across the maritime and commercial sectors.
