The course will provide guidance for commissioners to better manage their county’s fiscal affairs. Fender practices in the areas of public finance, corporate, securities and real estate. He has represented a variety of clients from small businesses to large corporations, as well as banking and financial institutions, cities, counties, universities, school boards, hospitals, governmental financing pools, aviation authorities, port authorities and various special districts. As a public finance lawyer, he serves primarily as disclosure counsel or underwriter's counsel in connection with the issuance of tax-exempt and taxable bonds by various municipalities.
