Mary Clarke advises clients on federal and state regulatory, legislative, and compliance matters affecting the alcohol beverage industry, emerging products, and other highly regulated markets. Her practice focuses on helping businesses navigate complex regulatory frameworks, manage compliance risk, and respond to evolving policy and enforcement priorities.

Mary regularly works with clients on trade practice compliance related to alcohol beverage and hemp-derived products, e-commerce considerations, and other issues at the intersection of regulation and business operations. She assists clients in interpreting agency guidance, monitoring proposed legislation and rulemaking, and engaging with federal and state agencies, including the Alcohol and Tobacco Tax and Trade Bureau (TTB), the U.S. Department of Agriculture (USDA), and the Food and Drug Administration (FDA).

Prior to joining GrayRobinson, Mary served as the assistant general counsel for the Wine and Spirits Wholesalers of America, where she advised on pending legislation and laws related to trade practice and the three-tier system. She also helped develop policy principles for the regulation of intoxicating hemp beverages. Before entering the alcohol industry, Mary worked as a legislative policy advisor for Lyft, advising on the legal and policy implications of new and emerging legislation across more than 25 states related to labor, employment, privacy, and emerging technologies. Earlier in her career, Mary served as committee counsel to the Maryland House of Delegates’ Economic Matters Committee, where she drafted legislation and advised lawmakers on matters related to alcohol, cannabis, business regulation, and commercial law. This combined in-house, private-sector, and legislative experience positions Mary to deliver highly practical, business-focused counsel, helping clients anticipate regulatory risk, navigate complex compliance structures, and shape policy outcomes that support their long-term growth.
