Malcolm is a business lawyer with extensive experience in banking and real estate law as well as transportation issues. Malcolm previously served as chair for both the Florida High Speed Rail Commission and Florida Transportation Commission. Malcolm is of counsel to GrayRobinson.

    Malcolm was raised in Miami, where he graduated from Miami Senior High School in 1958. He married his wife, Jane, in 1962. After receiving his undergraduate degree from the University of Florida, Malcolm was employed by a CPA firm in Cocoa, Florida. Malcolm entered Florida Law School and graduated in 1964.
