Keenan served as legislative assistant to Congressman Al Green from August 2017 until joining GrayRobinson in 2019. Prior to this role, Keenan served as Congressman Green’s Executive Assistant beginning in November 2015. In these roles, Keenan staffed Financial Services Committee hearings and mark-ups and provided policy recommendations on DoD, small business, fintech, transportation, telecommunications, and education. He worked with the Texas delegation staff on CDBG-DR language that secured an initial $5.024 Billion for Houston’s disaster recovery initiatives and leveraged key stakeholder group support for the WWII Merchant Mariners Act, VOTE Act, and Black History Month Resolution, generating a 72% increase in legislative co-sponsorships. He orchestrated CBC staff and member level briefings with LifeLink of Georgia and other high performing organ procurement organizations (OPOs). 

From 2016 - 2018 Keenan also served as membership chair for the Congressional Black Associates, a Congressional Staff Organization (CSO) of the United States House of Representatives.
