Transportation

The firm's transportation practice is recognized throughout the state of Florida for advising public agencies and private parties on innovative solutions to large-scale transportation and other infrastructure challenges relating to airports, seaports, turnpikes, toll roads, highways, bridges, tunnels and rail systems. The firm has a long-standing history of providing legal services to state transportation agencies and authorities and numerous private developers and landowners on cutting-edge legal, contracting and finance issues. Additionally, firm attorneys have served in leadership positions in various state transportation agencies, including Chair of the Florida State Turnpike Authority, Vice Chair of the I-4 Bridge Committee, General Counsel to the Tampa-Hillsborough County Expressway Authority and Chair of the West Orange Airport Authority.

Governmental agencies and private parties have looked to the firm to provide a wide range of legal services in connection with transportation matters, including devising procurement strategies; responding to procurement requests; creating new forms of contractual relationships between public agencies and private contractors, such as design/build, design/build/transfer/leaseback and design/build/transfer/manage; evaluating existing legislation and contracting procedures and recommending revisions to accommodate such relationships and developing financing mechanisms and providing experienced counsel on a wide range of issues that arise in resulting negotiations. The foregoing requires a broad array of experience from a number of legal disciplines such as governmental, public finance, tax (analysis of taxable versus tax exempt debt), public and private transactions, real estate, zoning and land use, construction, environmental, eminent domain, government procurement and legislation. In this context, the firm's attorneys work together as a multidisciplinary team to anticipate legal issues and provide strategic advice in advance of and during procurement, agreement drafting, negotiation and implementation.
