Troy A. Kishbaugh Elected Chair of Florida Bar Health Law Section


Native Florida Attorney Takes on Health Law Statewide

ORLANDO, Fla. (July 1, 2009) -- Troy A. Kishbaugh, Of Counsel in the Orlando and Ft. Lauderdale offices of GrayRobinson, P.A., recently assumed the position of chair of The Florida Bar's Health Law Section. Leading this 1,100 member section, Kishbaugh joins a number of his GrayRobinson colleagues in taking on leadership roles in their legal communities.

The Health Law Section was established by The Florida Bar in 1988, and has since grown to include approximately 1,100 members. As chair, Kishbaugh is charged with leading the section's executive council and providing a resource to the section's membership.

Kishbaugh has extensive experience representing health care clients, including hospitals and physicians. Prior to attending law school, Kishbaugh worked in various administrative and operational departments of several hospitals and health systems in Florida. Immediately before returning to GrayRobinson in March, Kishbaugh served as the Deputy General Counsel for 27 months for Broward Health. Kishbaugh managed all aspects of the legal department, including advising the health system and its board of commissioners on all legal issues affecting Broward Health, supervising and managing outside counsel, and creating innovative mechanisms to streamline the legal processes for the health system. Broward Health is the seventh largest public hospital system in the U.S. with 2008 revenues that exceeded $1 billion.

At GrayRobinson, Kishbaugh concentrates his practice in health care law, which includes medical/health corporate law issues, Medicare/Medicaid fraud and abuse, false claims, corporate compliance, HIPAA, and Stark, among others. He frequently advises clients about federal and state fraud and abuse laws, making recommendations when appropriate about alternative ways to meet objectives. Kishbaugh also conducts fraud and abuse and HIPAA investigations and audits.

Born and raised in Lakeland, Fla., Kishbaugh embodies the Floridian spirit of GrayRobinson. He graduated from Lake Gibson High School and traveled across the state to attend Florida State University in Tallahassee. After receiving his bachelor's of science in political science, he moved to Fort Lauderdale where he received his juris doctorate magna cum laude from the Nova Southeastern University Shepard Broad Law Center. A Florida native and devoted advocate for GrayRobinson's health care clients, Kishbaugh is uniquely qualified to lead the Health Law Section over this coming year.
