Heather Ramos represents public and private sector clients in all aspects of state and local government law. Her expertise includes issues relating to land use and real estate development, as well as legislative and governmental affairs on the local and state levels. Heather provides a broad scope of legal services involving Florida’s Public Records and Open Meeting Law, ethics and gift laws, special assessments, taxation and public finance, utility law, and constitutional law. She advises clients operating across Florida’s dynamic economy, including developers, landowners, municipalities, and special districts, among others.
 
For state and local governments, Heather currently serves as the town attorney for the Towns of Windermere and Astatula, general counsel to the Orange County Library District, assistant general counsel to Space Florida, and assistant general counsel to the North Brevard County Hospital District. Informed by decades of municipal service and advocacy, she frequently teams with GrayRobinson colleagues in public financing, environmental and sustainability, government affairs and lobbying, and real estate practices to provide comprehensive and integrated legal support for clients.
 
As a complement to her public sector work, Heather collaborates with clients on land use and the development of commercial, residential, and mixed-use projects. Leaning on resources and relationships, she provides guidance and support throughout all phases of development, from site selection, contract negotiation, due diligence, and land acquisition to the procurement of land use approvals and entitlements. Her experience includes planned unit developments, subdivision plats, annexation agreements, acquisitions and sales, financing, vested rights, impact fees, utility agreements, concurrency, road construction agreements, wetlands mitigation, zoning, and permitting.
